The Grand Lithuania (general) strategy is still inaccessible to the public

Six years ago 29 prominent Lithuanian scholars developed a unique grand (general) strategy for Lithuania, which soon became a state secret. Created back in 2008 the strategy outlined the future of Lithuania to 2030, but what the strategy is and how it benefits the country and whether it has some sort of value in general so far is not known. This is because the famous strategy is marked "restricted" and is not accessible to public servants or politicians, let alone ordinary mortals.
