Lithuania's Public Service Department has proposed abandoning the job categories and qualification classes for which a specialist might get a higher salary than a manager or even the head of a department. If the current system were done away with, officials would be grouped according to the skills required to perform their job.

Just as in the current system, the greater part of the salary would be basic salary, while the smaller part would be bonuses. The reforms are encouraged by the examples of the private sector.

The goal of the reforms is a smaller, more flexible, more mobile and more efficient civil service.
